Cooperative C-ITS systems are based on communication (two-way data exchange) regarding the current road traffic situation, both between vehicles themselves (V2V) and between vehicles and equipment on the road infrastructure (V2I). Cooperative C-ITS systems do not directly interfere with the vehicle control systems, the appropriate response is at the discretion of the (pre-warned) driver. By receiving a warning message, the driver can be informed in time to react to an unexpected traffic situation as quickly as possible and to the best of his/her ability. This is even in low visibility, when, for example, it would otherwise react correctly and in time in better conditions.
